Native CDFIs finance homes, support small businesses and create jobs. Keeping capital flowing into their communities also requires a voice in the policy decisions that shape federal funding and bank investment.
In a new episode of Difference Makers 3.0, Native CDFI Network CEO Pete Upton and policy consultant Ian Record join host Brian Edwards to review NCN’s third-quarter advocacy and discuss priorities heading into 2027.
Record describes efforts to get federal funding to Native lenders, oppose proposed changes to the Community Reinvestment Act and respond to proposed federal grant rules. He also outlines a push to make a Native CDFI home lending pilot permanent and available nationwide.
With midterm elections approaching, Upton emphasizes work that continues through political transitions: educating policymakers, building relationships and documenting the homes, businesses and jobs Native CDFIs support. Both discuss how collaboration can strengthen that message.
Here are highlights from the conversation:
On whom NCN represents — Pete Upton:
“So our work is not Republican. It’s not Democrat. Our work is Native to speak for our Native communities.”
On getting federal funding released — Ian Record:
“But all the money did get out the door.”
On bank investment in Native communities — Ian Record:
“So we know that CRA does bring benefit to Indian country, and we’re concerned that this proposed rule will decrease that benefit.”
On continuity through political turnover — Pete Upton:
“They come and go, the only consistent is us in Indian country. So our job’s going to remain solid long after everyone else is gone.”
On demonstrating results — Pete Upton:
“We have to document our impact.”
On changing funding priorities — Pete Upton:
“Give us some advanced warning so that we can be proactive.”
On collective advocacy — Pete Upton:
“NCN’s collective advocacy is strengthened when Native CDFIs participate, and they share their experience.”
