The Tunica-Biloxi Tribe of Louisiana has acquired GovStrive, a federal human resources consulting firm, expanding the tribe's federal contracting operations beyond infrastructure work into workforce solutions. Terms were not disclosed. 

The Louisiana tribe announced the acquisition Oct. 15, adding the Dublin, Ga.-based company to a portfolio that includes Paragon Casino Resort and Mobiloans. GovStrive operates offices in Atlanta and Arlington, Virginia, serving federal agencies with HR operations, workforce analytics, organizational transformation and compliance support.

"By welcoming GovStrive into our family of enterprises, we will expand our presence in the federal marketplace, create jobs for our people, strengthen the long-term stability of our Tribe, and create opportunities in the communities we serve," Tunica-Biloxi Chairman Marshall Pierite said in a statement.

The acquisition comes as the tribe scales its federal contracting business. Tunica-Biloxi Services recently secured a $10 million sole-source contract from the U.S. State Department's Bureau of Overseas Buildings Operations for design and construction services at the U.S. Embassy in Singapore, according to market intelligence firm HigherGov. The tribe also began work in March on the $5.6 million Wilkinson Canal Pump Station project in Louisiana’s Plaquemines Parish through a joint venture with JSTAR Enterprises.

The tribe obtained 8(a) certification in April 2023 through Tunica-Biloxi Industries and hired Tabitha Frost in December 2024 to lead its federal government portfolio.

GovStrive CEO James Sasser said the acquisition will increase the company's capacity to serve federal clients while supporting the tribe's economic development goals.

"This partnership will amplify our capacity to serve federal agencies with high-impact solutions, while aligning with the Tribe's broader mission of economic empowerment and self-determination," Sasser said.

The tribe plans a signing ceremony at GovStrive's headquarters on Oct. 22, with tribal leadership and federal contracting partners attending.

The Tunica-Biloxi Tribe has more than 1,700 members, primarily in Louisiana, Texas and Illinois.
